Categories available include Mobile Vertical (3a), Mobile Boom (3b), Static Boom (1b), Push Around Vertical (PAV). Operator e-Learning (theory element) is available for all of these machine categories.
An IPAF ePAL licence and digital certificate are issued to candidates on successful completion of the course and assessment.
IPAF MEWP Operator Training is valid for five years and is certified by TÜV as conforming to the international standard ISO 18878 Mobile elevating work platforms – Operator (driver) training.
Course Level - Operator
Course Duration - Varies from half-day to two-days, dependent on the candidate's experience, theory type chosen (e-Learning or classroom), and the number of machine categories the candidate requires or is already qualified for.
This course is aimed at those using small static vertical machines which do not have mechanical drive, also known as PAV’s. They are physically pushed around and are typically used at low levels. This course covers the physical manoeuvre and safe positioning of the machine within the workplace. It includes both theory and practical sessions covering safe operating methods and hazards.
An IPAF ePAL licence and digital certificate are issued to candidates on successful completion of the course and assessment which is valid for 5 years.
Course Level - Operator
Course Duration - Half day
Please Note: If you have a valid licence with Mobile Vertical (3a), you will only require familiarisation on the PAV machine, which would negate the need to do this course, and this should be recorded in your IPAF log book.
This course trains a demonstrator to familiarise operators with their responsibilities and to demonstrate pre-operational and safe operating procedures, and the limitations of MEWPs.
An IPAF ePAL licence and digital certificate are issued to candidates on successful completion of the course and assessment which is valid for 5 years.
Course Level - Demonstrator
Course Duration - One day
All delegates wishing to attend the IPAF Demonstrator training course must have successfully passed the IPAF MEWP Operator Course prior to attending and hold a valid IPAF PAL Operator Card in the category that they wish to be trained to demonstrator level. Each delegate who wishes to be considered as a Demonstrator should have a reasonable knowledge of good site safety practice, be confident and a good communicator.
According to IPAF data, falls from the platform is one of the major causes of injury or fatality associated with using MEWPs. Awareness and understanding of how to correctly use a harness is critical to safe operation of boom-type MEWPs. Balloo Hire Centres offers three IPAF harness courses to meet the needs of different candidates:
Candidates who do not need to personally use or wear a harness should take only the HA Course (theory training & test) which can be completed remotely as e-Learning, or in-person at an IPAF training centre. Candidates typically include managers, planners, safety professionals and supervisors.
Candidates who do need to use or wear a harness themselves should first take the HA Course and then attend an IPAF training centre to take their HU Course practical assessment (this can also be incorporated into a candidate’s MEWP Operator Course). Candidates are generally MEWP operators.
Candidates who are responsible for inspecting their company’s personal fall protection equipment (PFPE) and maintaining inspection records (including those required by law), should first take the HA and HU courses, followed by the HI Course. Candidates are mostly company harness/safety inspectors.
An IPAF digital certificate is issued to candidates on successful completion of the relevant course which is valid for 5 years.
Course Level - Operator
Course Duration
Depends on which course(s) are taken and which formats are chosen. For example, the HA Course alone could be taken as e-Learning, remotely, in half a day or less.
Candidates taking both the HA and HU courses could do so consecutively, in-person at an IPAF training centre, led by an instructor, with a duration of half a day. Or they could have completed the HA Course by e-Learning prior to attending an IPAF training centre.
Candidates taking the HI Course must have previously passed the HA and HU courses prior to taking the HI Course in-person, at an IPAF training centre, led by an instructor, with a duration of half a day.
This course is aimed at those who plan, supervise or manage work at height with Mobile Elevating Work Platforms (MEWPs). It can be completed via e-Learning or at an IPAF-approved training centre. Companies that use MEWPs need to know what their management and legal responsibilities are.
An IPAF digital certificate is issued to candidates on successful completion of the course and theory test. Please Note: There is no expiration date on the certificate.
Course Duration - One day (classroom with theory test at an IPAF-approved training centre) or entirely via e-Learning (candidates work through the modules in their own time; on-line courses utilise sophisticated facial recognition technology).
This course covers what managers need to know for safe and effective use of MEWPs on site, including planning and overseeing the job, conducting a risk assessment, selecting the right equipment for optimum cost-efficiency and mitigating all possible risks. It is suitable for employers, project managers, foremen and supervisors working in a broad range of industries such as construction, facilities management, retail, airports etc. The course is about planning, supervising and managing the use of MEWPs, and not about operating equipment. It ends with a written test that candidates must pass.
Selecting a Mobile Elevating Work Platform (MEWP) can be complex and challenging. Being confident and sufficiently knowledgeable to select the correct MEWP for the job directly reduces risk. Correct MEWP selection also improves the effectiveness and efficiency of MEWP operation, reducing unnecessary costs and creating the ability to work to slicker timescales.

This course guides candidates through the process of determining the optimum MEWP for a given task. Factors covered include height, reach, up-and-over height, the weight of people, required materials & tools, environment, restrictions, set-up, hazards, permits, accessories, delivery, and completion of documentation to justify the selection. It is suitable for those working for rental companies who need to determine which type of MEWP a client should rent/hire for the work required. Those working in any industry, such as supervisors, who wish to gain the confidence and knowledge required to make their own decision in MEWP selection. Safety professionals who need to assess whether or not the MEWP being used is the best choice for the task. N.B. all candidates must hold a valid PAL Card for Operator training or a MEWPs for Managers qualification.
Pre-Delivery Inspections (PDIs) and in-service inspections are a vital part of a service plan together with six-monthly inspections by a competent person to ensure health and safety conditions are maintained, and that deterioration can be detected and remedied in good time to ensure MEWPs remain safe for use.

Course Level - Operator
Course Duration - One day
This course covers relevant legislation and legal requirements for a PDI, common MEWP faults, when to pass or fail a MEWP under inspection, and how to conduct a PDI for specific categories of MEWPs. The course combines group exercises and hands-on practice culminating in a theory and practical test. It is suitable for rental company staff, service technicians/mechanics and depot-based personnel. Note: Candidates must already hold a valid IPAF PAL Operator card in the relevant category for 6 months.
Loading, transportation, and unloading of plant machinery are vital logistical activities across many industries including powered access and construction. However, analysis of accident data reveals this activity is one of the leading causes of accidents and injuries.
An IPAF digital certificate is issued to candidates on successful completion of the course and assessment which is valid for 5 years.
Course Level - Operator
Course Duration - One to two days for vehicles up to and including 7.5 tonnes (LOAD). One to three days for vehicles over 7.5 tonnes (LOAD+).
The course incorporates a highly interactive theory module with a test, and a practical module with assessment of candidates’ hands-on skills. It is suitable for anyone who will be loading or unloading MEWPS and other heavy plant machinery including dumpers, excavators, telehandlers etc. Candidates must hold a valid PAL Card.
Candidates will learn how to safely load, unload, and secure MEWPs onto a suitable vehicle using appropriate equipment ready for transportation on a public highway, what the legal requirements are and how to work in accordance to these, and how to identify associated hazards and apply effective control measures to prevent accidents.
An IPAF digital certificate is issued to candidates on successful completion of the theory test and practical assessment which is valid for 5 years.
CAP stands for 'Competent Assessed Person'. The IPAF CAP Training Programme is an advanced level of assessment leading to certification that candidates are proficient in undertaking statutory inspections of MEWPs to the highest specification, as stipulated by legislation/regulations.
An IPAF digital CAP licence and certificate are issued to candidates on successful completion of the course and assessment which is valid for 5 years.
Course Level - Competent Assessed Person
Course Duration - One day
This course is suitable for engineers wishing to competently plan, manage and conduct a thorough examination of a MEWP. To be eligible, candidates need to hold a valid IPAF PAL Card and score at least 12 points using the entry criteria matrix. Many candidates are already eligible for this Programme on the merit of their existing qualifications and experience.
